Pennsylvania’s Medicaid programs are steadily migrating to managed care, including for home and community-based services. The approach and timing of any systems changes in the intellectual/developmental disability services sector are unknown at this time… but there are signs that they are on the way for this population as well. Pennsylvania Office of Developmental Programs Deputy Secretary Nancy Thaler indicated as much in a presentation last fall. The Wolf administration is also clearly committed to Value Based Purchasing.
